The BeltLine is a complex undertaking involving a partnership of government, not-for-profit and community groups. The organization responsible for implementing the overall BeltLine project is Atlanta BeltLine, Inc.(ABI). Under the direction of Terri Montague, ABI functions as the overall project management office for the BeltLine project including the coordination of planning and execution activities with other City of Atlanta departments and managing all vendors and suppliers. Other specific tasks include:
- Maintaining a five-year implementation plan;
- Leading efforts to secure other federal, state and local funding;
- Continuing the BeltLine community engagement process;
- Developing and implementing incentive programs for Brownfields, Affordable Workforce Housing and Economic Development; and
- Tracking and reporting progress on the BeltLine to the Atlanta City Council, Atlanta Public Schools and Fulton County, the three taxing authorities that authorized the BeltLine TAD legislation in 2005.
ABI works closely with the BeltLine Partnership, a not-for-profit focused on advocacy, expanding the widespread grassroots coalition in support of the BeltLine and delivering private-sector support through corporations and private foundation contributions. This includes spearheading a capital campaign to raise private sector funds for the project in collaboration with the Trust for Public Land (TPL) and the PATH Foundation.
Other organizations have played key roles in the development of the project. TPL has led the creation of a greenspace strategy for the BeltLine area and provided $17 million of their corporate funds to initiate land acquisition efforts. Several foundations, including the Arthur M. Blank Family Foundation, have provided the grant funding for the seed funding of feasibility studies, redevelopment plan, and other start-up activities. The PATH Foundation has provided expertise and resources in creating a solid foundation for trail planning. MARTA has played a key role in developing the transit concept through their BeltLine Alternative Analysis study. This broad stakeholder involvement has enabled the project to make great strides in a relatively short period of time.
